Executive Summary

The Colorado River outlook remains structurally tight even as the basin moves toward a new post-2026 operating regime. The Bureau of Reclamation’s August 24 Lower Colorado update puts forecasted Water Year 2026 unregulated inflow to Lake Powell at 3.584 million acre-feet, or 37% of normal. Arizona is now pursuing additional supply through interstate and binational exchange concepts, but the proposals illustrate how expensive and politically complex “new water” has become.

The most important near-term development is the federal finalization of additional Colorado River reductions for Arizona. Reporting this week indicates that Arizona’s reduction will be about 760,000 acre-feet, leaving next year’s allocation just above 2 million acre-feet. That is materially larger than the recent 512,000-acre-foot reduction and keeps pressure concentrated on lower-priority Central Arizona Project agriculture and groundwater-dependent users.

Colorado River System

  • Lake Powell inflow: Reclamation’s August 24 update forecasts Water Year 2026 unregulated inflow at 3.584 MAF, approximately 37% of normal.
  • Storage risk: Low inflow and persistent aridification continue to constrain both Lake Powell’s elevation and Lake Mead’s ability to buffer delivery risk. Reservoir conditions should be read as a long-term operating problem, not simply a one-week weather signal.

The remaining dispute is increasingly about how reductions are distributed, measured, and enforced across sectors and states.

Arizona Policy, Agriculture & Groundwater

Arizona’s response is shifting from shortage allocation alone toward a portfolio strategy: conservation, groundwater management, agricultural-to-urban transfers, reuse, and attempts to secure water from outside the state. Agriculture remains the first pressure point because CAP shortage impacts reach lower-priority irrigation users before many municipal supplies. Fallowing, compensated conservation, crop-efficiency improvements, and groundwater substitution are likely to remain central tools.

Groundwater is the less visible vulnerability. Outside formal Active Management Areas, pumping remains comparatively weakly regulated, and rapid growth can transfer risk from surface-water accounts to rural aquifers. The state’s long-term resilience therefore depends not only on importing water, but also on preventing new demand from outrunning physically available and legally protected supplies.

New Supply Proposals: More Water, More Friction

The Arizona Water Infrastructure Finance Authority approved $7.3 million for initial planning of two projects backed by EPCOR and partners. One concept would capture as much as 100,000 acre-feet annually during flood years on California’s Sacramento and San Joaquin rivers, store the water in the southern Central Valley, and structure an exchange for Colorado River water. The other would study treating wastewater associated with the San Diego–Tijuana region to drinking-water standards and exchanging that benefit for up to 100,000 acre-feet annually of Mexico’s Colorado River supply.

These are exploratory projects, not new deliveries. They face water-rights, environmental-review, conveyance, storage, financing, and political hurdles. California agencies and water users are already managing their own groundwater depletion and supply deficits, so Arizona’s proposals may be technically creative while still taking years—or decades—to become operational. WIFA is also considering initial study funding for additional concepts, including desalination.

Water Technology & Infrastructure

  • Reuse: Advanced water purification and potable-reuse planning remain among the most controllable sources of new urban supply because they reduce dependence on uncertain river inflows.
  • Desalination: Desalination can diversify supply, but high capital costs, energy demand, brine management, permitting, and cross-border governance make it a strategic option rather than a quick fix.
  • Infrastructure: The practical value of every acre-foot depends on conveyance, recharge, treatment, leakage control, and reliable power. Arizona’s next phase of water policy will be as much an infrastructure-delivery challenge as an allocation debate.

Local Spotlight: Wickenburg, Arizona

Supply: The Town of Wickenburg identifies the Upper Hassayampa Basin Aquifer as its water source, with published town material describing total system capacity of approximately 4.3 million gallons. That makes aquifer monitoring and demand management central to the community’s growth outlook.

Rates: Wickenburg’s scheduled July 1, 2026 water and wastewater rate adjustment is now in effect. Published rate material distinguishes System 1 from Wickenburg Ranch/System 2; the adjustment is part of the town’s longer-term effort to fund operations and infrastructure.

Development: Residential growth, including Wickenburg Ranch and proposed multifamily development, increases the importance of water-main capacity, leakage control, recharge planning, and proof of long-term assured supply.

Quality watch: ADEQ’s Vulture Mill WQARF material remains relevant background for local groundwater-quality monitoring. No new August 2026 drinking-water violation or cleanup order was identified in this week’s review.
